Prior to becoming the superintendent, He worked for the Portland Police Department for 22 years serving as Chief of Police and investigator and patrolman. He worked for the Jay County Highway Department for 2 years and was the warehouse manager for Createc Corporation for 2 years prior to being hired by the City. He regularly consults with engineers and other experts to keep up with current and proven procedures of road maintenance.

Jeff is a member of the Indiana Street Commissioners Association.

The Portland Street Department is responsible for the care and maintenance of the City’s streets and alleys as well as a variety of other services associated with the City’s infrastructure and right-of-way.

· Street repair and repaving

· Snow & ice removal

· Street sweeping

· Mowing municipal properties & rights-of-way

· Leaf collection and composting.

These are but a few of the duties performed by the 11 employees in the Street Department.
